Duke Energy Outdoor Lighting
At the special committee meeting on June 24, 2014, Mr. Keith Kesse from Duke Energy presented the committee with samples of the new proposed outdoor lighting provided by Duke.
I drove the streets of the Village and determined that currently within the residential district we have 163 underground lights and 78 overhead (Cobra fixtures) lights.
At the meeting, we requested Duke to provide us with the cost associated with replacing the existing underground lights with the proposed "Deluxe Acorn" and the decorative Type C pole. With this installation, the poles would require concrete foundations and new wiring from the transformers to the light fixture.
This will only replace that fixtures in place and we may still have areas within the residential district that would have darken areas. I would suggest that at least the collector roads of Kingsport, Sherbrooke, Giverney, Carpenters Creek, and Fawnrun Dr. be evaluated to determine if changes should be made to fix these areas.
Mr. Finan asked about the financing and associated interest rate. Please note below the correction from Mr. Kesse regarding that topic.

I want to come full disclosure, as I stated something in the meeting that was not completely accurate. When asked what the interest rate is, I mistakenly said 1.5%. I realized that the “interest rate” ranges based on the other carry cost factors around taxes and things beyond just interest.

At the end of the day, it is what the regulators allow us to charge and it doesn’t fluctuate like normal interest rates can. As mentioned, I wanted to check to be sure, but when the error was realized, I needed to immediately apologize if I mislead anyone. Please know that was not my intention.

We will however, have everything broken down, on the budgetary estimate and agreement. Everyone will know what the charges are beforehand, everything included. Will you please pass my apology along to the group and let them know it was an unintentional error?

Additionally, below are pictures of the three current LED decorative post top fixtures we currently have available. We currently have two others (the Standard Roadway – you saw today, and the Bell), both of which go on mast arms.

Please see attached Budgetary estimates for changing out 146 lights. The one entitled “146 Deluxe Acorn Lights C Pole – Budgetary Estimate” is higher than what Bill and I spoke about on the phone for a couple reasons.
~
1.~~~~~~~I am assuming trenching & wire of 40’ per pole (increase of 10’ per pole).
2.~~~~~~~Something happened on the budgetary estimate before where it did not take into account the concrete foundations that are required with the C Pole. My apologies.

The other Budgetary estimate I attached is for a direct buried pole (no concrete), with the same fixture. This the “A” pole and has~no fluting~at all on it, but is the only one we have that can be direct embedded. I wanted to give you a comparison, to show that the first option was for the currently highest price equipment.

In short, the C pole is the most costly of all our poles and we do have other decorative options. Everything, except the “A” pole, will require a foundation. Both budgetary estimates include a buffer, but I’m expecting it to be lower after engineering. I’ve attached all the poles, and show pictures of the two in the estimates below.

Also, I’m expecting to have an example product for you to display to arrive to me~on Tuesday. Below are pictures of the fixture (not to scale) and both poles (not to scale – both are 12’).

Finally, the cost analysis of what the Village of Evendale is currently paying for lighting on a monthly basis is about $2027.28 (depending on billing cycle). In most expensive attached scenario, the monthly cost savings is a little less than $500. With that said, I would expect that we see an even bigger cost savings after engineering.

Based upon the discussion at the committee meeting, I have included the estimates for the different style of lights and poles for the two options. The first would replace the fixtures and poles with the "Deluxe Acorn" with a Type A style pole (Basic pole, similar to the style we currently have)
This would result in a cost of approximately $2,368 per light.
The second option is the Deluxe Acorn with the decorative pole. As stated in Mr. Kesse's second email this will require new concrete foundations and wiring and the costs associated with this proposal is as follows:
This option would result in a cost of approximately $4,235 per pole.
As stated earlier the Village currently has approximately 163 underground lights and the costs will need to be adjusted to account for all of the lights. In addition, there are other options for lights and poles that may reduce the pricing further. Please note, that the estimates above are just estimates and formal engineering would need to be performed by Duke Energy before the final costs would be accounted for under a formal proposal.
